I n April a BMW racing through a fruit market in Foshan in China’s Guangdong province knocked down a 2-year-old girl and rolled over her head. As the girl’s grandmother shouted, “Stop! You’ve hit a child!” the BMW’s driver paused, then switched into reverse and backed up over the girl. The woman at the wheel drove forward once more, crushing the girl for a third time. When she finally got out from the BMW, the unlicensed driver immediately offered the horrified family a deal: “Don’t say that I was driving the car,” she said. “Say it was my husband. We can give you money.”

It seems like a crazy urban legend: In China, drivers who have injured pedestrians will sometimes then try to kill them. And yet not only is it true, it’s fairly common; security cameras have regularly captured drivers driving back and forth on top of victims to make sure that they are dead. The Chinese language even has an adage for the phenomenon: “It is better to hit to kill than to hit and injure.”

This 2008 television report features security camera footage of a dusty white Passat reversing at high speed and smashing into a 64-year-old grandmother. The Passat’s back wheels bounce up over her head and body. The driver, Zhao Xiao Cheng, stops the car for a moment then hits the gas, causing his front wheels to roll over the woman. Then Zhao shifts into drive, wheels grinding the woman into the pavement. Zhao is not done. Twice more he shifts back and forth between drive and reverse, each time thudding over the grandmother’s body. He then speeds away from her corpse.

Most people agree that the hit-to-kill phenomenon stems at least in part from perverse laws on victim compensation. In China the compensation for killing a victim in a traffic accident is relatively small—amounts typically range from $30,000 to $50,000—and once payment is made, the matter is over. By contrast, paying for lifetime care for a disabled survivor can run into the millions.

The idea that if you accidentally run over a three year old (shudder) then do a quick calculation on future cash flow and casually decide to back over her several times to ensure she is dead is monstrous. It's inhuman. I cannot come up with words to measure my level of disgust.

The question again is, where is the Chinese criminal justice system in this picture. This has to be murder at least on the books. Is it only the well connected who think they can get away with that?

Obama and the Democrats won’t admit that cultures are different, and manners and morals flow from that culture.

A few years ago, an immigrant Chinese and her mother backed into my parked new car and did considerable damage to it.
Dozens of witnesses.

Did they get out and address the problem? Nope! They just drove off saying something in Chinese that equated to “so long, sucker”.

When confronted in court, the Chines woman in halting language almost scolded the judge saying that she saw no reason she should have to do anything and offered to bribe me, in front of the judge, to drop charges.

The judge called her guilty of hit and run and ordered her to pay all damages. She later refused to pay the damages and we had to drag her back to court.

Her comments then were we don’t put up with this nonsense in China, so why should we have to pay anything.

Culture matters. America is dying, and nobody in Washington gives a damn.

It is that way in most of Southeast Asia, also. In Thailand if you stop to help an injured person that is a result of someone else’s bad driving, or any other reason, you are then financially responsible for that person’s life.

Compensation drives action. People do what they are compensated to do.

Incentivize the wrong things, you get damage in abundance. If they shot the driver, people would drive slower. Much slower.

It’s the same in the US- a lifetime of care is way more expensive than a single compensation. So why does it not happen here? Two words- 2nd amendment.

It stems mostly from Communism’s humanist culture and ethics that does not value human life and has condemns the idea of innate moral and natural law. The “collective” matter as it serves the state and otherwise it is every man or woman out for themselves. Libertarians celebrate this like of society. But they are special because they believe “free” markets.

Sounds like us as we “progress” down the road of humanism/Marxism another thirty years.

Explain why the 2nd is the reason we don’t kill people we injure in accidents. The vast majority of people injured will not own a gun yet they still are not killed.
