Upon Governor Beverly Perdue’s declaration of a State Of Emergency on September 1, 2010 Dove Hunters, Concealed Carry Handgun Licensees, Target Shooters and all other gunowners cannot possess, transport or use firearms off their personal property as per N.C. Gen. Stat. § 14-288.7

I don’t think this passes the smell test.

Oh, it's just misleading, that's all.

The law states that you can't carry off your own property during a State of Emergency.

So when there was a State of Emergency declared, the misleading headline "North Carolina Suspends Right To Keep And Bear Arms" was possible.

I'm not judging the wisdom of the statute, just commenting on what is really going on.

IANAL.

I can’t imagine why in a state of emergency or natural disaster why any citizen would have an elevated concern for their family’s safety.

I would lock everything up and head for the nearest designated safe shelter.

As is understood for law-abiding citizens, folks should keep their guns at home. Wandering out packing heat during a civilian crisis is the intent. Don’t do it. If somebody comes to your home to take it then its one shell at a time.

Nothing prevents that.

The statute, as I read it, says nothing against staying home and protecting your property with your firearm.

If you do it during a state declared emergency and still consider yourself a law-abiding citizen then you may get trouble. If it is total anarchy and it is in defense of your life then you are really not a law-abiding citizen and 2A is your friend.

What if you run out of food or water? Do you stay at home and wait? If you go out to get such and there are thugs and looters accost you and steal your stuff do you go back home get more cash and try again?

Mimicking the habits of sheep got us in to this mess.

Its the Right to keep AND BEAR arms.

Period!

Not the Right to Keep and bear arms until some political asswipe decides we can't now because some libtard has their panties in a bunch!

Every time we give ground they move forward and we never get it back.

But Like I said earlier in another thread, I don't any guns at all...

Nor do I own thousands and thousands of rounds of ammo...

Nope not a single round...

And if you see me out an about with a pistol strapped on my holster or a rifle hung over my shoulder during a natural disaster or civilian unrest know that those guns aren't mine.

They are my friend's guns.

His name is Bob and I am looking for him to return them.

Because I don't own any guns...

It also depends of the cops are being good guys or bad guys. For example, in New Orleans, at least some of the cops were decidedly on the bad guy side (think that bridge).

Sad, but true.

...which is why the nice-sounding law, as written, is questioned by many.

Well stated.

I think the 2A is the best argument, in hindsight, for some of the arguments in favor of having a Bill of Rights. While I think it causes problems with many people now thinking that we have no rights except those enumerated there, I can't imagine how bad it would be if we didn't have that 2A in black and white...well, brownish-tan. :-)

And the fact that it's now applied to the states is interesting. Many states have their own provisions, which seem rather redundant now, and are largely ignored.
