CCW permits in CA are discretionary, but you don’t need a license to own a gun. Long guns and handguns do require registration. All firearms must be sold thru a dealer. CA is looking at permits to buy ammo.

With the 9th Circuit ruling in
Peruta v. San Diego saying that the state must allow either concealed carry or open carry and the 7th circuit ruling in
Moore V. Madigan that forced Illinois to adopt shall issue concealed carry, vs. the 3rd Circuit ruling in
Drake v. Filko where "justifiable need" was upheld, the entire issue is eventually going to wind up in the Supreme Court.
Let the Massachusetts legislature pass this law which will also be challenged all the way to the Supremes.

I don’t want to break it to you, but this has been the case for years.
The local police chief “May” issue. It varies town to town. In the cities, you face a tougher battle. My town generally does not issue conceal carry, but I can own handguns.
I don’t agree with the “May” issue part of it. But that’s the way it is.

Hard to believe that the laws in MASS used to REQUIRE people to carry guns while on a journey and to church. But that was back in the day when you could be murdered real fast.

In New Jersey carry permits are based upon your “proving a need” to carry. Unless you are “connected” the proof is never sufficient. What do they fail to comprehend about “shall not be infringed”?

SCOTUS shot down (no pun intended) a very similar law just a couple of years ago.

The issuance of either Class A or Class B LTC is ALREADY totally discretionary.
It’s the FID card - which you need for a BB gun, or mace, as well as any (not banned) long gun - that is now “shall issue”, this law would put the FID card under the same regime as the LTC.
By the way, I have a non-resident Class A LTC and the people at the Firearms Records Bureau have been nothing but pleasant and helpful to deal with.
