I think we're able to know the bad boys early in life, and some of us are neighbors, and if the bad boy continues to be bad after 18, some of us are armed
The law is useless, it is so compromised and convoluted, justice often does not get a chance to operate.

Children are TAUGHT to respect or disrespect people, themselves, parents, siblings, relatives, teachers...and police.
Children get this respect reinforced at school and church/temple...or they don't.
They CAN always change but it's much easier and simpler to learn the respect as they FINALLY grow up.

Years ago I had a friend who owned a security company. Occasionally I would work for him, often at a skating rink. Racial nonsense was frequent. Nothing serious when I was there.

MLK opposed segregation. Ironically, self segregation is the major race problem today. Those blacks who do compete in America can do very well. Allen West, Dr Ben Carson and Condi Rice are only a very few of a million examples. The problem comes with a thug/hip hop culture adopts a separate language, sticks to the hood and simmers in their mix of resentment, hate and drugs. The gangs provide the only discipline and control.

Skated a lot during the ‘60s. It was our unofficial “dating” venue - music, girls and boys and occasional chances to hold hands and skate as a “couple”. Also great exercise. Bummer that the ferals have ruined it - probably a place for them to stay out of the cold and act the big shot.
