Yes, same here, especially with FB. Also when the comp has been in sleep mode launching Explorer or Google Chrome can be sluggish.

Just checked mine. Cox Cable claims mine is supposed to be around 50 Mbps.
Browser running inside ‘sandboxie’ sandbox:
15.9 Mbps upload, 6.1 Mbps download.
Browser running outside sandbox:
31.5 Mbps upload, 9.9 Mbps download.
Wired connection from router.
==
When I check my wireless laptop, it typically runs 40-50 Mbps upload.

You on WiFi? Change the channel on the router.
I use Profiler24x Channel Analyzer Diagnostic Software. Free. Will show you what routers are around you and what channels everyone is using. ATT just came in and hooked up 10 people in the apartments around me. Bleeding all over each other and degrading the the wifi signal.

Microwave ovens, telephones can interfere with the signal.

Let’s all thank the mighty FCC for net neutrality.

Yes, down to 4kbs sometimes. But then, I live in Indonesia which has the second slowest Internet worldwide.

Yep. The interwebs were built using galvanized pipes. Internal corrosion tends to restrict the flow over time. PEX is the wave of the future.

I figured it was because of the FCC.
