I’m sure there is something out there. If not, you can always convert it to another format and go from there?

You'll need an mp3 to wav converter, and as another FReeper said, Audacity is a good basic multitrack tool.
If you're willing to spend a few clams, I really like Adobe Audition, for music and voice overs.

OGG VORBIS in tests has come out ahead in quality when compared to MP3. If you want to read more about Ogg Vorbis click
here and in the FAQ under Audio Quality, the test results are available.
