But seriously ... cops in the Phoenix area were patrolling by air back in the 80s ... at least in the area I lived at the time. Ultralights would time cars on the roads using stripes on the roads to measure distance/time and would radio ground patrols to pull them over.

I was busted by AC, along with three other cars coming back from Lake Tahoe on Westbound HWY80 around Auburn Ca where the road is steep. CHP said pull over to me and three other cars, naturally, I was the last to get my ticket and leave.

I was caught by aircraft back in the eighties. Always have called myself a low-flying missle since then. fought it in court and received a reduction.
I was also "caught" by aircraft back in the 80's in Washington State. After I just paid the ticket because it was in a county a few hours away and wasn't worth the trip to court, I talked to my dad and he said that I should have talked to him first because at the time, Washington State law said that the officer that "clocked" you HAD to write the ticket. He had a friend that got out of "aircraft tickets" all the time or tickets when one officer "clocks" and radios to another to do the pull over.
He said technically the plane would have to be landed and the ticket given by the person doing the "pacing". I think that little "loophole" was closed years ago though it's worth checking.
