What about Al-Qaeda's GIFT from Obama-Clinton of over 400 Surface-to-Air missiles stolen from Libya's former military arsenal ?
Is Obama afraid of being caught with "blood on his hands" with the death of U.S. Air Force / Army pilots ...

One can speculate. Sadly, in this case, facts are harder to come by.

I think the training needed is probably minimal.
Shoulder held missiles can’t reach B-1s flying at 36,000 ft doing Mach 1.5.
Also, laser guided with low frequency — theoretically, the target does not get warned of a missile lock. So, when you get blown out of the sky, it’s a surprise.
Given the rag tag nature of the invading ‘army’, we could rain on their parade very nicely using nothing but drones.
