Are not passports available at land-crossed borders, as well as airports? Therefore, the only way to interpret his phrase "if they arrive in the country through other means" is illegal border crossing. But given their infected medical condition, most would not be able to achieve it, even if they were able to arrange it. In fact, it may help remove the "coyote" problem collaterally, if you know what I mean.

I can only read his statement to mean he either supports or feels we are powerless to prevent illegal border crossings.
