The US military has yet to offer Pte First Class Chelsea Manning sex change treatment despite medical recommendations, her lawyer has said.
Defence secretary Chuck Hagel approved treatment for a condition known as gender dysphoria in July.
But lawyer David Coombs says her requests for hormone therapy and other accommodations have been "ignored".
The soldier formerly known as Bradley Manning is serving a 35-year sentence for leaking secret files to Wikileaks.
"This time last year I publicly asked that I be provided with a treatment plan, to bring my body more in line with my gender identity," Pte Manning said in a statement to NBC News.
"Unfortunately, despite silence, and then lip service, the military has not yet provided me with any such treatment."

He will be a male until the day he dies, no matter how badly they hack up his body. His gender remains the same.
Give him a razor blade and a bandaid.
In the real world, if HE concealed his condition prior to enlisting, HE committed fraudulent enlistment, another crime under the UCMJ.
He’s a gay man who wants surgery to make him more attractive to other (desperate) males. Let him work with what he already has.

Brasd talks of “lip service”. I’m sure he’ll experience a lot of that.
IOW, his body knows it is male and his brain is seriously messed up. Further proof that it is an illness.
If they preferred to be identified as giraffes the press would refer to them as giraffes and the liberals would be giving them taxpayer funded spot tattoos.
Somewhere in the early days of my career I either read or was told that all pay and allowances that are forfeited as a result of a courts-martial are used to support the Old Soldiers Home in DC and the US Naval Home in Gulfport, MS.
And while confined he is not a PVT. He is a prisoner. Prisoners have no rank.
