Because they've been placed under monitoring for exposure to a rapidly fatal virus. Work out an agreement for refunds on prepaid travel, if people are so self-absorbed that they're going to use that ticket or that cruise, others be damned.
Quarantining indivduals exposed or potentially exposed to a rapidly fatal virus such as Ebola is not arbitrary.
Here’s only a logical question. Let’s say we do the quarantine game, with due process (a state judge involved in each case), and the President himself is identified with Ebola. Would the law work, or would he continue to operate as chief executive and attend campaign rally episodes on schedule (maybe in a bubble suit of course)?

It will become very arbitrary when the federal government decides who they believe were potentially exposed to Ebola.
That means there could be a loud knock on your door at three a.m. and the people doing the knocking will have badges, weapons and will be wearing hazmat suits.
All they will say is “Mr. and Mrs. RegulatorCountry, we have reason to believe that one or both of your were potentially exposed to Ebola as your mailman’s cousin works at a hospital where there was a patient with Ebola. Come with us please. You will only be in quarantine for 21 days, sorry 21 years.”
Part of the problem, besides idiots in Dallas healthcare, is the CDC did NOT consider HCW high-risk. This even though hundreds of HCW died in Africa, fter presumably taking at least some precautions...
Thank you. Im getting real sick of people acting like this is something that will put you out two weeks with some Tylenol Cold and Flu and some chicken noodle soup.
They would not send Obama to quarantine, but after a couple weeks of being infected, he would be puking and bleeding out of his ears and no one would go to his rallies.

The only thing that scares me is that some people are advocating a process that would give Obama the power to place citizens in mandated quarantine without due process.
We have bigger problems than Ebola if people want to give Obama the power to force citizens into quarantine.
Medical quarantine has been necessary and beneficial in the past. You have a point regarding implementation of such a thing by a government prone to politicizing everything and punishing political enemies, I’ll grant you that much. But, that does not change physical reality or remove the necessity of halting the spread of disease.
The aftermath of 9/11 gave us the Patriot Act.
With the Ebola panic, don’t give Obama or the next president to power to quarantine citizens.
Quarantines have been implemented by governments for as long as there has been sufficient understanding to know that it prevents epidemic. What you do recommend? Voluntary self-quarantine and monitoring has a poor track record over the past week alone. Just keep on doing what we're doing and hope that it ends soon? I don't see that this is the trajectory, myself.
