Listening to the radio yesterday, it was stated that the United States is the only nation whose newly elected officials do not start serving immediately after an election, but waits almost three months.
You will need to amend the Constitution...
20th Amendment, Section 1:
“The terms of the President and Vice President shall end at noon on the 20th day of January, and the terms of Senators and Representatives at noon on the 3d day of January, of the years in which such terms would have ended if this article had not been ratified; and the terms of their successors shall then begin.”
Alternatively, move the elections to coincide with the end of terms?
Unless, of course, you have a lame duck Senate consisting of a majority party that was just voted out of the majority confirming important presidential nominees. If the Congress actually did recess immediately following the election until the new one is sworn in, I could go along with that logic.
