Or a company that hired techies from all over the world. Believe it or not, this does drive me nuts. And it’s not just people who came from countries where they drive on the wrong side of the road, either.

Somebody should do a sweep of all the monstrous federal buildings in DC and elsewhere and photograph (if they can get away with it) and compile all the dumb and self-evident signs and publish them.
For fun and curiosity only. It wouldn’t change those that love government and those that hate big government already understand.

Now I’m trying to figure out what is funny with this sign. The fact that they have to give instructions on how to use the stairs, or that the instructions are wrong? No wonder they are having so many problems!

No wonder they are having so many problems! If they stay on the right going up they need to stay on the right going down. That's how we drive without smashing in to one another.

Secondly,
Stay to the right going up.
Stay to the left going down.

Stay to the right going up AND Stay to the right
going down and you’ll have no problems.
In fact decending should be shorter and faster than
going up in an emergency...

We were taught to do this (well not quite) in grade school in the early 1960s. Stay to your right going up and down the stairs.
