I’m actually gonna guess Win-Tin-Tin.
The first tip is to move your mouse to the upper left corner and the thing should go away and NEVER COME BACK.
If that doesn’t do it, use Windows-S to get the Search box and ener “device manager” (not to be confused with device mangler which is what the OS is) and expand on the Human Interface Devices line. Double-click on the “HID-compliant touch screen” line and note that Win-Tin-Tin thinks everything’s peachy. Go to the Driver and click Disable and confirm when Win-Tin-Tin asks if you’re nuts.
You can always re-enable it later, but you probably won’t want to.
