Why the heck would they plug the USB port with epoxy?
Removing the jumper on motherboard pin block tells the OS that no USB is installed.
To get around that one has to have physical control of the cpu box, remove the cover and add the jumper to complete the circuit to the USB port, and then install the drivers. Kind of hard to do unnoticed in a SCIF don’t you think?

And, when we needed to do something, they would review and make a judgement, usually NO.

I would assume that there was a server or a computer in the State Department SCIF, where is it? Whatever was received and sent by that device Hillary was 100% responsible.
