Jesus Cecena killed SDPD Officer Archie Buggs in 1978
The man who shot and killed San Diego Police Officer Archie Buggs "execution-style" has been granted parole, according to the San Diego District Attorney's office.
On Friday, the state Parole Board decided Jesus Cecena should be released after 36 years behind bar for Buggs' slaying. In 1978, Cecena was pulled over by Buggs, 30, for a traffic stop in Skyline. Cecena pulled out a gun and shot the 4-year SDPD veteran to death.
Cecena was originally sentenced to life in prison without the possibility of parole in 1979, but in 1982, the sentencing law regarding minors changed. Cecena's sentence was amended to life with the chance of parole because, though he was a known gang member, he was 17 at the time of the shooting, District Attorney Bonnie Dumanis said.
Since that time, Cecena was denied parole more than a dozen times.
But last year, a two-member panel from the Parole Board sent a letter to the governor's office, recommending Cecena be released. They said he was eligible for parole under the new Youth Offender Act.
Local law enforcement were immediately outraged and began their fight to keep Cecena in prison.
"The primary reason we objected was because he showed no remorse, no recognition of the fact that he had executed this officer," said Dumanis in an interview Wednesday. " I mean, he shot five times, paused, walked over to Officer Buggs and shot him in the head execution-style." Gov. Jerry Brown later overturned the panel's 2014 recommendation.
Dumanis, Deputy DA Richard Sachs, and Buggs' former partner Jesse Navarro -- in whose arms Buggs died -- traveled to the parole hearing in Fresno Friday to speak against Cecena's release.
Now that it has been granted, Dumanis said, "we will be making a bee-line for the governor's office to make sure that doesn't happen." The governor has 30 days to reverse, uphold or make no action on the Parole Board's decision.

To say we are disappointed by the parole boards decision in granting parole of convicted cop killer Jesus Cecena is an understatement. This sends the exact wrong message to criminals in our society. Officer Archie Buggs was devoted to helping people and saving lives. Jesus Cecena was a gang member who shot and killed Officer Buggs because he was a police officer. He is a cold blooded killer who poses a clear danger to the citizens of California. I will be fighting this decision and urge all of you to join me and petition Governor Brown to veto this terrible decision.

I thought killing a cop was/is a capitol offense. If no death penalty, why the parole?
There really ought to be private "justice committees" to handle these kinds of miscarriages.
Because the perp was a kuddly little 17 year old child when he executed the cop. Makes me want to puke.

Actually, they may not get executed, but in California notorious first degree murderers rarely get parole. I wonder why this person did.
