It used to be government agencies came to a mandate that would line the pockets of themselves and their loyalists, then go shop for the science to support their claim. They live large that way, but they figured out they can live even larger by mandating two opposing findings at the same time! That way twice the number of government employees, researchers, universities, and loyalists can live large!
