I understand the issues, but once again this isn't the way to solve it.

Notice that they say FAA rule, not federal law. Anyone with a brain should ignore this unconstitutional act.
How many drones will be given as gifts at Christmas?

Oh, yeah, the FFA is ready for the applications.

Notes:
1. Pilots must insure that all surly bonds have been slipped entirely before aircraft taxi or flight is attempted.
2. During periods of severe sky dancing, crew and passengers must keep seatbelts fastened. Crew should also wear shoulder belts as provided.
3. Sunward climbs must not exceed the maximum permitted aircraft ceiling.
4. Passenger aircraft are prohibited from joining the tumbling mirth.
5. Pilots flying through sun-split clouds under VFR conditions must comply with all applicable minimum clearances.
6. Do not perform these hundred things in front of Federal Aviation Administration inspectors.
7. Wheeling, soaring, and swinging will not be attempted except in aircraft rated for such activities and within utility class weight limits.
8. Be advised that sunlit silence will occur only when a major engine malfunction has occurred.
9. "Hov'ring there" constitutes a highly reliable signal that a flight emergency is imminent.
10. Forecasts of shouting winds are available from the local FSS. Encounters with unexpected shouting winds should be reported by pilots.
11. Pilots flinging eager craft through footless halls of air are reminded that they alone are responsible for maintaining separation from other eager craft.
12. Should any crewmember or passenger experience delirium while in the burning blue, submit an irregularity report immediately upon flight termination.
13. Windswept heights will be topped by a minimum of 1,000 feet to maintain VFR minimum separations.
14. Aircraft engine ingestion of, or impact with, larks or eagles should be reported to the FAA and the appropriate aircraft maintenance facility.
15. Aircraft operating in the high untresspassed sanctity of space must remain in IFR flight regardless of meteorological conditions and visibility.
16. Pilots and passengers are reminded that opening doors or windows in order to touch the face of God may result in loss of cabin pressure. Military pilots shall avoid touching face of God to maintain separation of church and state as required by law.

But Congress gave the FAA the authority to create rules with the weight of law. Totally unconstitutional since the Constitution gives the power to make laws exclusively to Congress and does not allow them to delegate it to government agencies under the executive branch. But they have been getting away with it for many decades.
Evidently, the FAA has its own legislature.

An FAA “rule” is called FAR (Federal Aviation Regulation). It is Federal Law
All FARs and SFARs (Special Federal Aviation Regulations) are Federal Law under Title 14 CFR (Code of Federal Regulations).
Air will be fine, as 99.9999% of these won’t be operated anywhere that could be remotely construed as a manned aircraft flight path.
Chaos on the ground will be from ignorant arguments over whether it need be registered, and how that registration requirement will be grossly abused (ex.: you record police violating a law, and they slam you with a $250,000 fine for using an unregistered drone for the recording).
Which will lead to the drone tax. To be paid annually. And then enforcement officials (armed, of course) will need to be hired and trained. Everyone on FR knows exactly what is going on here...
and all Drone manufacturers will now relabel to RCAV or any of a myriad of other names not listed by the FAA (since remote controlled airplanes and helos have been around since ...hmm i remember my dad having a wire connected plane in the early 70s....
Wonder if the model rockets have to get registered too?
Two words:
Massive.
Non-compliance.
They’re OK with that.
One $27,000 fine at a time.
And $250,000 if you’re really stupid with it.
Yet another reason to pay for things with cash.
Model rockets are unregistered up to a fairly substantial weight and/or altitude. Serious rocketry clubs have to get FAA _and_ BATFE permission for large-scale launch events.
No problem. Build a drone over 55 pounds.
