They build and live in underground buildings in many places like Egypt and Iraq. It is hot as hell there most of the time.

Airbase at the Aswan Dam has them too. Starting to get the feeling it is radar and command/control related. The constrction photos on the OP site looked like it as going to be all above ground, but who knows.
The structures may be just to give the antennas some needed height in otherwise flat terrain, with supporting electronics environmentally cooled below. One early construction photo at Aswan shows what looks like the central building being covered with dirt lieving just access doors and dirt ramps being shaped up to the top. Also what appears to be a Russian radar on top of another mound to the east.
