When Did Schools Become Gun Free Zones?

How did schools become gun free zones? I have seen discussions of arming trained and trusted teachers and coaches here on Free Republic, and also suggested in a Townhall.com article etc., but not much if any discussion in the mainstream media, etc. Was there some law passed requiring that schools become defenseless?

Why shouldn't the same rules be applied to banks? Should we really allow armed citizens to prowl the banking premises? Women and children often go to banks! When was the last time there was a mass shooting at a bank? There is only money there, but we allow all kinds of trained, gun carrying citizens to protect banks!

The insidious thing about Political Correctness is that it rules out an obvious, workable solution (arming trusted and trained school personnel) as an unspeakable heresy, and then requires discussion of nonsensical solutions only.

Pardon the vanity, but where did the gun free schools concept come from?

Gun-Free School Zones Act of 1990

Feds. Supreme court also supported it in theory with Heller Vs. DC. Pretty much any .gov place or such can be off limits.

After the horrors of Parkland, there is a school safety summit with the governor and many officials today at the Florida Department of Education building. I work there… and entered the building this a.m. I was curious… Hmmm??? If “gun free zones” are the answer to “gun violence” and guns the problem... why are at least a dozen obviously well armed (with large semi-auto pistols) security officers patrolling the lobby and building today? #GoFigure?

The government encouraged the manufacture and importation of military firearms for the criminals to use. This is intended to foster a feeling of insecurity, which would lead the American people to voluntarily disarm themselves by passing laws against firearms. Using drugs and hypnosis on mental patients in a process called Orion, the CIA inculcated the desire in these people to open fire on schoolyards and thus inflame the antigun lobby. This plan is well under way, and so far is working perfectly. The middle class is begging the government to do away with the 2nd amendment.
Author’s Note: I have found that these events have indeed happened all over the country. In every instance that I have investigated — the incident at the women’s school in Canada, the shopping center incident in Canada, the Stockton, California, massacre, and the murder of Rabbi Meir Kahane — the shooters were all ex-mental patients or were current mental patients who were ALL ON THE DRUG PROZAC! This drug, when taken in certain doses, increases the serotonin level in the patient, causing extreme violence. Couple that with a posthypnotic suggestion or control through an electronic brain implant or microwave or E.L.F. intrusion and you get mass murder, ending in every case with the suicide of the perpetrator. Exhume the bodies of the murderers and check for a brain implant. I think you are going to be surprised. In every case the name of the murderer’s doctor or mental treatment facility has been withheld. I believe we will be able to establish intelligence-community connections and/or connections to known CIA experimental mind- control programs when we finally discover who these doctors of death really are.

Most likely, the same era when GOD was expelled. During LBJ era.

Do remember an armed policeman in uniform on the campus during the high school years (mid sixty’s). At that time we had pickups in the school parking lots and OMG - they had gun racks and guns as well. No “incident” is being remembered that these caused any alarm.

Kids are much different today. Possibly due to their ‘raising’

Back in the 70’s I fulfilled my two college PE credits in Tennis and Target Shooting. I was lousy in the former and pretty good in the latter. Fortunately, I excelled in the one that’s actually still a useful skill.

I would bet there are no “gun free zones” in Israel. Look to Israel for solutions to the school massacres.

I’m a small government guy, however, it’s sadly apparent that the United States of America is paralyzed with political indecision over something the State of Israel figured out more than 40 years ago: all schools should have mandated security features and active shooter protocols.

The horrific scene in Parkland, and the upsetting videos broadcast from the school during the shooting, should be the final straw. The kids should not have been hiding and screaming, they should have been in the midst of a pre-determined security protocol.

President Trump, if the Department of Education can force Americans to deal with the disaster of Common Core, it can certainly issue a federal mandate regarding school security. The time is now.

My personal manifesto is that government should never get involved in an issue unless an ongoing clear and present danger exists to large numbers of people, and that any regulation or legislation has a sunset provision.

Here we are.

In 1974, Israel endured the Ma’alot Massacre in which “Palestinian” terrorists took 115 people hostage at Netiv Meir Elementary School. Twenty-two children and three others were killed and 68 injured. Israel now requires schools with 100 or more students to have a guard posted. The civilian police force handles the entire security system of all schools from kindergarten through college. The Ministry of Education funds shelters and fences, reinforces school buses, and hires and trains guards

Guards don’t just stand around. They check everyone entering, and engage threats.And yeah, they’ve got guns. The lawful purposes for carrying guns are very clear: protect school personnel and students, create a sense of security, deter the ill-intentioned, and provide self-defense.

Common sense. Except to the illogical dullards who claim that “adding guns to schools won’t fix anything” and are fixated on the NRA and the ridiculous notions that gun laws magically stop criminals and crazy people from obtaining one of the 300 million guns in our country.

But more to the point, Israel’s Police Community & Civil Guard Department have a preventative care program that encourages safe behavior and offers violence protection strategies in normal situations. Yet students are also trained in how to respond to an active shooter situation.

Ben Goldstein, an American who made aliyah to Israel, and now serves as volunteer security and supporter of IDF soldiers, says America is behind the curve. Nevertheless, he says, it doesn’t take much for students and teachers to protect themselves.

“Barricade, barricade. Are desks movable? Is the teacher’s desk movable? Can they barricade inside of 20 seconds? If the shooter gets in, the kids should take whatever they’ve got and attack. They can’t just sit there frozen or they will die. America does earthquake drills, why not active shooter drills? More kids have been killed by shooters than earthquakes.”

Barricading works, says Goldstein.In an active shooter situation, where a gunman is roaming a campus, five minutes is a lifetime, enough time for law enforcement to get to the scene. “In those five minutes, the shooter will have to move from class to class, reload, clear malfunctions, all that stuff takes time. And during gunfire lulls, kids must be taught to do something. Don’t freeze.Moving once gets you out of that deer-in-headlights space. Take command of the classroom.”

There is no other way, says Goldstein, and “sometimes children must take matters into their own hands.If the school has no proper security – two guards in case one gets shot, and no active shooter protocol, and no doors to withstand an attack – then the child needs to run as fast as they can AWAY from the shooter.”

Because right now, America is the deer-in-headlights. Gun control debates are a distraction and impractical, and criminals ignore laws anyway.Crazy people are obviously not being dealt with properly – students at Parkland even predicted this would happen.

The only solution is for America to toughen up. We have a pugilist for a president, and that is long overdue. Now its time for President Trump to fight for our children by wielding government power in the proper manner, to do something that any reasoned American would agree with.

Instead of handing out participation trophies, let’s make our kids into the self-reliant, pro-active defenders of themselves and others.

Mr. President, the time is now.

Most 2nd Amendment folk are lamenting the emotional reaction from the Gun Control people, including the tragic victims. They fear the protests and marches that the Liberals are organizing. The Gun Control advocates see it as an opportunity to further their issue for many political reasons (they always exploit tragedy for political gain). However, I see it as a great opportunity for the 2nd Amendment proponents (included me.) They are crying for a solution. Let’s give them one, en masse. Let’s call for allowing all teachers who are qualified, or can be qualified, to arm themselves. They will be in their rights to defend themselves and also to defend their young charges. Let us start to push our Congressmen and Senators to do just that, and propose a valid solution “Teachers, arm yourselves!”

After the gun-free zone act was passed, school shootings spiked and have been much more common. The idea may have been well intentioned but it has made it much easier to kill teachers and children in the first 10 minutes. At this time, the shooter has about 4 to 10 minutes without any resistance other than locked doors. Other than that he is free to shoot as many children and teachers as he can without having to even shield himself from incoming fire.

My own opinion is that we can produce layered defense (the best kind) by arming teachers and staff on a voluntary basis. CCW licenses will sift out the untrustworthy and will allow the immediate application of superior firepower against the shooter which should shut down the attack quickly.

A layered defense would consist of:

Local defense:
Armed teachers and staff in locked classrooms and offices who attempt to stop the attack if the shooter gains entry to the class room.

Containment team:
Teachers and staff attempt to pin down the shooter and limit his ability to move as well as secure their assigned area. They may help the police if asked but would generally be in action until the arrival and deployment of police, say 5 to 10 minutes. This team would get training from police on containment procedures and safety and may involve Class III bullet proof vests. Probably six needed for a large school, plus school cops.

Facility Defense: Once these programs are in place signs should be posted reading something like “Employees are armed, CCW license holders are welcome to carry on campus.”
This sign declares that the school has superior firepower and will most likely dissuade the erstwhile shooter from entering the area.
Limit entry and exit to one small area. Observe people coming in to assess their threat level. Training is needed here as I suspect that there are some common attributes of these people.

As to the use of fire alarms to fill the halls with students, I don't know how to shut that off.

For most schools the above program involves very little, if any, structural upgrades but would require additional training for teachers and staff. Which guns to be carried should be up to the individual teachers and staff. They should be ones with which they are comfortable and practiced.

You would be surprised how many teachers already have their CCW licenses.
