When stationed in Berlin a Soviet soldier stole a BMP and came across the border into West Berlin. Sucker drove it right down the Kudamm. Sort of equivalent to driving it down Park Ave in NYC.
If I remember correctly he drove it off a bridge trying to go into Potsdam and died.

Sounds rational to me, there are certainly enough large illegal spy operations in government for this kid to stumble over.
