Youare correct, it was an osprey. They eat fish which gets them tangled in old fishing line sometimes.

The Mrs and I fish as often as we can. And we always pack out the line and trash others have left behind.

I accidently hooked a cormorant while I was fishing of Goleta Beach in California many years ago and when I reeled him to the boat, I saw that he was completely wrapped in my line and had the hook stuck in his tongue - he had dove into the water near my boat and took my bait.
I pulled him into the boat and even though he was a very large bird with a dangerous-looking beak, he held absolutely still while I cut my line from around him and he held his beak open for me while I cut the end of the hook off and carefully removed it from his tongue.
he stayed with me the rest of the day, standing on the prow of the boat and I fed him the smaller fish I caught.
Don't try this with seagulls! They are stupid and will beat the hell out of you while you try to free them when they get caught stealing bait!
That's great! (Reminds me of the thing they do in China where they tie a rope around the cormorant's neck so it can't swallow. I wouldn't be surprised if they did this now with some citizen who didn't follow their COVID-19 rules...)

You know, seagulls are supposed to be smart, but they do stupid things...my wife and I went to the seashore last winter, got a pizza and parked near the ocean. A seagull was perched on a piling, and when I put a piece of pizza on my dash in front of the steering wheel to cool, the seagull flew over, landed on the windshield wiper well, and gave a good peck trying to get the pizza under the glass!
Heh, that rat with wings couldn't figure that out!!!!
