Russian Translation Help Needed....

Okay, this document is from the reign of Catherine the Great and I'm assuming this was penned by her since the signature, at least to my illiterate eye, seems to say Ekaterina. Alta Vista is useless to me for this. Is anyone fluent enough to translate this or am I forever doomed to retardeness (that was rhetorical so don't even think about answering that part)?

I speak russian. (Native speaker)
It's hard to make out certain words.

It's an Order of release from the military and payment for military service or something done for the military.

Said something to the extent that luitendant Gerasim Suvorov is released from military service and to be paid 500 rubles now (I think meant as one time payment) to cover his debt and paid 400 rubles until his death.
