Looks like a room full of just monitors to me, which must mean:

The Democrats have set up an agency to install computers at an inner-city voter registration office. "Deeply saddened" because, due to underfunding by an uncaring Republican administration, they only had enough money to acquisition and install the monitors. A task force will soon be appointed to ascertain the steps necessary to establish an agency to acquire and install keyboards, with another agency established to acquire the towers (with the requisite additional agencies necessary to ensure environmental compliance, minority representation -- You'll notice there's only one black monitor in that front row!, and so forth), another agency to document why the installed Windows XP operating system isn't compatible with the Mac software, another agency to establish whether or not it's feasible to network the systems in such a way that can track voter fraud (We know the outcome of that study!),... You get the idea....

Eventually another agency will determine that the building doesn't comply with OSHA standards, the program will be discontinued, and the record numbers of Democrats will hold press conferences bemoaning that this is just one more example of how Republicans don't want every vote to count.
