This might have been used as a pretext for the law, but it was pushed through by "Big Tim Sullivan" who ran the infamous Tammany Gang and the organized crime in New York City.
It was put through to protect his enforcers.

A lot of good that did. There is more “gun crime” in NYC now than ever before.
And they keep blaming inanimate objects for crime, rather than the animate ones that pulls the trigger. Pass a strict law against those animate trigger pullers and you’ll see crime go down.
