SHOCKING REPORT: Rand Corp Tells US Army Its Time For a National Stability Police Force

This has to be the scariest thing I have read in a very long time. The Rand Corporation was asked by the US Army to prepare a report recommending whether or not the US Needed a National Stability Police force. Basically a call for American "Brown Shirts" Rand's answer was a resounding yes.

Our analysis clearly indicates that the United States needs an SPF or some other way to accomplish the SPF mission. Stability operations have become an inescapable reality of U.S. foreign policy. Establishing security with soldiers and police is critical because it is difficult to achieve other objectives—such as rebuilding political and economic systems—without it.

The cost of not fixing this gap is significant. The United States will continue to experience major challenges in stability operations if it does not have this policing capacity. These challenges include creating the ability to establish basic law and order, as well as defeat or deter criminal organizations, terrorists, and insurgents. In some cases, allied countries may be able to fill this gap. Allies did this effectively in Bosnia and Kosovo, both of which were successful in establishing security. In other cases, the United States may not be able to count on allied support. The United States should not depend on allies to supply these capabilities, because doing so would limit U.S. freedom of action on the international stage. Consequently, the United States should seriously consider building a high-end police capacity.

If we use them to patrol the border I’d be fine with it, but somehow I don’t see the “new progressives” using it for that. It’ll be turned on native born citizens.

This report was released May 4, 2009.

This is a great example of how some enterprising person stumbles across some old document and posts it, and next thing you know, dozens of bloggers are all reproducing it like it’s breaking news or something.

Reading the intro makes me think our govt is fearful of a massive terrorist attack (something dreadful like a nuke) and the ensuing chaos and breakdown in law and order that would surely follow. Something 100x the magnitude of Katrina comes to mind.

Makes we wonder what they know????

This is primarily for overseas use and fills a significant gap in our capability for dealing with instability in key countries. Many other countries have a national police force. This is “new” only for the US.

Paranoid fantasies notwithstanding, I think this concept is on the right track.

I wonder why it is we think we need to rebuild the nations we liberate/destroy. Because it worked, more or less, in Japan and West Germany? Well, that was good for Japan and West Germany. And it was good for us to have allies against the Soviets. But how’s it going to help, at long last, to have Free Iraq as an ally? As if wouldn’t have hated Iran without us. How much of a help, really, has Pakistan been? Or Saudi Arabia?

I don’t know. What I do know is there’s an alternative. Hit fast, hit hard, and get out. Don’t pinge all your hopes on making Afghanistan a respectable nation. Let the Taliban have it. When (not if, but when) camps pop up again, go hit them again. Play to our strength, which is our ability to smash stuff up.

I agree.

I think that from now on we should destroy only those nations that we want to STAY destroyed.

It will eliminate the need for all this talk about “rebuilding”.
