Jobs Bill Compromise Greases Skids For Passage of Obamacare

One of the budgetary "cheats" in the Obamacare bill revolves around medicare payments to doctors.

The way medicare fees to doctors are set, a target each year for Medicare expenditures on physician services, based on growth in the gross domestic product. If those expenses are more than that target, Medicare takes the money out of the doctor's pockets by lowering physician payments.

Every year since 2002 Medicare's expenses has exceeded their target. Since 2003, Congress has overridden the agency and increased fees by a small percentage each year. If congress didn't act, doctors would desert Medicare. The problem is every year's deficit gets rolled over to the next year, and the deficit gets compounded.

To gain doctor approval for Obamacare, congress is trying to permanently repeal the Medicare's methodology for figuring out doctor's fees. Its called the Doctor's fix.

Democrats insist the doctors fix should be totally separate from the Obamacare legislation, because they didn't want the CBO estimated $210 Billion dollar cost of the fix to the total cost of the health bill. The GOP insists the cost of the fix should be part of the bill since it is being done as part of the entire Obamcare process. Keeping it out of the bill, Republicans say, is just another trick to make Obamacare look revenue neutral.

Today Max Baucus the Senior Democrat on the Senate Finance committee, and Chuck Grassley the senior Republican announced they cut a deal on a Jobs bill, and included in it is the doctors fix, giving the Democrats another place to hide the real cost of Obamacare.

Yeah, I read that, too. I also heard Rush tear into this bill as a highway, farm, etc. slush fund, the only “jobs” aspect of which was a wacky provision that would let employers slide on social security funding for new hires who stay on board for at least a year who were unemployed and are paid at least $106,000 a year. The amount of the tax savings? About $6,000.

Just like any immigration reform that includes 'a pathway to citizenship', any health care reform that grows out of the piece of crap the libtards & Obama tried to slip past us is a non-starter.

If the GOP knows whats good for it, that is.

The Progressives said the healthcare bill was dead. They said cap & trade was dead. They said card check was dead. Guess what. None of them are really dead. I don’t suspect this one is either.

I can't imagine the work it took to pull this off turn up your sound: Born Again American

Rename, repackage, rewrite it a tad smaller, and sell another pig in a poke.

Tennessee has joined several other states in trying to pass a Health Care Freedom Act. NO COLAs for granny, retired Military or retired fed employees. BIG NEW fees for Tricare for Life retired over 65 Military's secondary health ins. (DOD bill already passed, delayed but goes into effect 2011)

New Dem mantra: Woof, woof eat dog food granny....ala let them eat cake.

TRI CARE FOR LIFE This from a google search:

This option would help reduce the costs of TFL, as well as costs for Medicare, by introducing minimum out-of pocket requirements for beneficiaries. Under this option, TFL would not cover any of the first $525 of an enrollee’s cost-sharing liabilities for calendar year 2011 and would limit coverage to 50 percent of the next $4,725 in Medicare cost sharing that the beneficiary incurred. (Because all further cost sharing would be covered by TFL, enrollees could not pay more than $2,888 in cost sharing in that year.)

Congress plans to block Tricare fee increases
http://www.armytimes.com/news/2009/10/military_tricarefees_blocked_100709w

By Rick Maze - Staff writer, Oct 7, 2009

Tricare fee increases imposed last week by the Defense Department will be repealed by a provision of the compromise 2010 defense authorization bill unveiled Wednesday by House and Senate negotiators.

Snip

The fee increases were announced on Sept. 30 and took effect on Oct. 1, but the defense bill, HR 2647, includes a provision barring any fee increases until the start of fiscal 2011.

Snip

Retired Army Maj. Gen. Bill Matz, president of the National Association for Uniformed Services, said the announcement of fee increases was shocking considering that the Obama administration promised earlier this year to hold off on any new fee Tricare fee increases until fiscal 2011.

“President Obama and DoD assured NAUS and the entire military family earlier this year that there would rightly be no increases in any Tricare fees” in fiscal 2010, Matz said. “We took them at their word, and I can’t believe that a co-pay increase like this was allowed to go forward,” he added.
