You could get all the correct information you need, Harry, just by going out to these construction sites, and listening to the passing conversation. A good part of it is not in English at all.
But that would mean that you would have to be bilingual as well.

Of course that’s the case...when you cannot check status, then no one is illegal. Kind of like the Dems saying that there is no need to check ID when voting, since it has never been proven that people are voting illegally - well how do you prove it if you cannot ask questions.
