I think another big consideration is electrical power. The NIMBYs have force the power plants out of the cities, into the rural areas, and now they can be cut off. I think that’s going to be huge.

That’s pretty much the richer - poorer axis. I think Tijeras_Slim has an interesting wrinkle on / complicating factor with that axis with his “split between those who live off the government (including bureaucrats) and those who do not (and foot the bill)”.
How that might affect things would probably depend on precipitating factors to any conflict.
