Motorist with three unpaid parking tickets at one time should be looking warily over their shoulder at what state politicians are doing with legislation that has cleared the Michigan House but come to a stall in the Senate.
The bill would have the Secretary of State deny a driver license renewal to any motorist with as few as three unpaid parking tickets. It cleared the Michigan House last October on a vote of 68-37. But on June 30, when it was brought up for a final passage vote in the Senate, the chamber overwhelmingly rejected it with a vote of 14-23.
A motion to reconsider the defeat was then adopted, allowing the Senate to try another vote at a later date.
Under current law, a local court may refer a motorist with six or more unpaid parking violations to the Michigan Secretary of State. Once alerted, the SOS may not issue a driver license renewal until the person has paid all outstanding parking ticket balances and late fees and paid a $45 "driver license clearance fee." The Schmidt bill would reduce this threshold to three unpaid tickets.
The real issue is money for municipal governments.
Albert C. Mooney, Grand Rapids City Treasurer, submitted supportive testimony regarding HB 4726 to the House committee that first looked at the bill during October 2009. Noting that the city then had more than $3.5 million in uncollected parking fines, he predicted that passage of the bill would boost collections by as much as $500,000 for the first year and then provide more than $250,000 in additional collections for each year after that.
Summarizing the bill's intent, Mooney states at the outset that "The proposal is very straight forward - the bill helps cash strapped local units by using existing technology to collect parking fines."

NJ pulls this crap too, as I’m sure other “cash strapped” states do. More and more, states are going to refusals to renew licenses as a way to force motorists to pay fines for relatively minor offenses. And the politicians are pretty blatant about why they are doing it—its not a public safety issue, its to feed the voracious appetite of government for revenue to spend.

Speeding tickets(moving violations) yes. Parking tickets no.
Licenses? Who needs stinking licenses. Just claim you have no papers and no speaky english the cops will let you go.

You have a small army of police academy rejects with a power trip complex writing these things by the truckload on a daily basis, and you think that there wouldn’t be that many people that just says “whatever” to it?
I got one for a 2 minute run into the library to return ONE book. The thing that really ticked me off is that there wasn’t a ticket on the window until after I got home, took a nap, and went back out to the car only to find the SOB followed me home and stuck it on my window!
With all of the cash this city blows on parks that bums hang out in, to electric go-karts for the meter maids to write even more tickets, we should consider the uncollected money to be in safer hands away from them.
Am I missing something? Are you defending failure to pay parking tickets? I'd be good with lowering the threshold to 1 unpaid ticket. PAY YOUR DAMN FINES AND TICKETS.
If you don't wish to obey the traffic and parking laws in NJ, don't drive in NJ or pay the fines when you are caught. I have ZERO tolerance for ignoring the rule of law.
I agree. If you break the law you pay the fine or face the consequences.
What’s the problem. You get a ticket, you pay the fine.
You know the old saying “can’t do the time, don’t do the crime.” Can’t afford to pay the fine, then quit doing things (like speeding, parking illegally, or improper lane changes) that would get you a ticket.

this isn’t just about collecting fines, its about adding new fines that’ll end up tacking on license fees paid to SoS.
SoS is being granted WAY too much power to impose and collect fines, and refuse licenses. heck, tell your doctor you drink too much, and he may turn you in to SoS as a risk for drunk driving, and they can refuse you a license. no proof, no determination of guilt, it’s at their whim. SoS also has the power to refuse licenses to sex offenders if they haven’t properly registered (and don’t get me started on how inaccurate their system is).

No, but that means trying to get it repealed, not breaking the law.
Civil disobedience is difference. Not paying one's tickets is more like looting stores* than it is like lunch counter protests**.
