Look closely at the date stamp. They're not aligned at the top. The error is small, but it's there. Also note the saturation problems in the Whitehouse version in the word "Date" and the fill on the "A".

I believe it’s a forgery... I also think he’s messing with us on purpose. Peel back the facade on this guy and you can see his ugliness... He shows everyone little hints of who he truly is all the time... flipping the bird during poignant moments in campaign speeches during the election were the first glimpse I got of his evil grin and persona. He’s playing this to make everyone who questions him look crazy. If we had a press that was doing it’s job he would have gone down long ago, but we don’t. EVEN on the conservative side, they are afraid. As far as getting him out in the next election, I say good luck to that one too. It may be the only way to bring down the fraud is to keep head butting these eligibility issues.

The Local Registrar would have either been an elected position or the head of the Department of Health in 1961. I am doubtful there was more than one Local Registrar in a county. An underling would NOT sign their own name, but their boss's name on official documents like birth certificates -- if at all.

Depending on what you want done the manager, a flunky, or someone even further down, may sign ~and that's Honolulu County WHICH IS QUITE LARGE as Mid-Pacific Counties go. Gotta' be enough babies rolling down the chutes to keep several people busy over the course of a day ~
