US Recruiting Spies through MEPI Program [Benghazi MEPI Series]

In the context of a US plan to clamp down on young Jordanians, US Embassy in Amman is working on recruiting spies openly through the "MEPI" program.

"MEPI" provides tens of thousands of dollars for young people to pursuit "American democracy".

Moreover, embassy staff imposes tight control over social network to catch their goals and create illegal organizations and networks in the Jordanian street which suffers from the fact that poverty, unemployment, and lack of national spirit form fundamental reasons for Jordanian youth to join the US project."

Under the cover of the implementation of democracy, reform, women's empowerment, and enhancing the quality of education, "MEPI" agency or Middle East Partnership Initiative, works through funding of political individual project to stimulate young people to form organizations, whether legal or illegal, to obtain the announced financial support.

According to a source from within the "MEPI", the US State Department's initiative targeted young people in Jordan, where it doesn't stop at civil society's institutions but specialized cadres in the embassy move to encourage young people to establish organizations and bloc.

US initiative brings youths through money which reaches 150 thousand dollars, not less than 25 thousand dollars for each youth group.

The same source affirmed "MEPI" has achieved remarkable successes in Syria, where it has recruited many young people working under its command until reaching 1,700 young men between the ages of 17-34 years distributed over 13 organizations.

The great success was achieved in less than two months, as the financial procedures went quickly to facilitate the process of polarization; especially among young people suffering from financial hardship.

I'm making a series of posts on MEPI.

While this blogpost refers to MEPI activity in Jordan, MEPI is also active in Libya. This blogpost is posted simply as a documented sample of local attitude about it's activities in a country in which it operates.

The Libyan Revolution was part of the Arab Spring.

MEPI is one of many organizations and agencies within the U.S. Department of State that was actively involved in creating the Arab Spring.

In the State Department, there is a Bureau of Near Eastern Affairs. Within that is the Middle East Partnership Initiative, MEPI. It was founded in 2002.

According to the MEPI website, they are active in Libya:

"In Libya, MEPI activities promote the development of a sustainable civil society, encourage civic participation, and facilitate collaboration between the Libyan government and NGOs. Through a series of small grants designed to address the immediate needs of Libyans as they lead their country through historic changes, MEPI provides opportunities for fledgling civil society organizations to develop and implement community service and advocacy activities in Tripoli, Benghazi, and Western Libya. These grants are aimed to increase the participation of young adults in development and reform and improve services that directly address the social, political, and economic needs of the country."

Thomas Carothers is Vice President for studies at the Carnegie Endowment for International Peace (CEFIP). CEFIP includes among its funders, George Soros's Open Society Institute, United States Agency for International Development (USAID) (the U.S. government agency primarily responsible for administering civilian foreign aid) and the U.S. Department of State, as well as many others.

In 2005, Thomas Carothers suggested that MEPI should be reestablished as the Middle East Foundation (MEF), a private foundation that would be eligible for funding in a line-item grant in the foreign affairs account of the federal budget; the full text is available here:

Interestingly, an organization with that name, Middle East Foundation, was created by Deutsche Bank in 2008, however since MEPI is alive and well and has not been renamed, it appears that Thomas Carothers may have only inspired some in the private sector to found an organization with that name and with similar purposes.

MEPI is a U.S. State Department program that has it's fingers all over and appears to be neck-deep in Libya, as part of a concerted effort that started in 2002 under the Bush administration to make much more use of "soft power" in the mideast and has been continually amplified up to the present day throughout the Obama administration.

I plan on posting some more about the complex web of both government and non-government organizations that MEPI is part of that have been working on producing the Arab Spring over the last decade.

Continuation of my research into State Department, CIA and non-governmental organization activity in Libya.

I’m doing this to understand as much as possible about who is actually doing what in Libya which may or may not be known to the general public but nonetheless would provide insight into why POTUS neglected to issue the order which would have allowed efforts by the U.S. military to rescue Ambassador Stevens and the others who were under attack in Libya to proceed.

Not having any valid and true information to the contrary, this failure to act by POTUS was a dereliction of duty, the effect of which was to leave the people stranded there under attack to die at the hands of enemies of the United States.

Please let me know if you want to opt in for any more posts in this series.

the United States Middle East foreign policy has not been “the United States” Middle East foreign policy, for more than twenty years; instead it has been a tool, a handmaiden of interests outside of the U.S. government, facilitated, and made possible by legislated funding mechanisms by which the friends of outside interests inside the state department apparatus can get their private international meddling funded AS IF it is an “American” foreign policy that is being pursued - it isn’t

you can just imagine the kind of “democratic” institutions that are being “encouraged” by the soros connected NGOs in the Middle East that become connected to the U.S. funding mechanisms soros and his ilk have helped establish in the state department

So, I am gathering that much, if not all, of the Arab Spring has been funded by the US and we can now look forward to something an Arab Spring movement in Jordan courtesy of the State Department. What’s the end game?

The usual stuff I guess, elimination of Israel, building the caliphate, and eventual Muslim domination of the world. That kind of stuff?

I have been hearing about ongoing fighting in Beni Walid, Gaddafi’s town of last resort. This was going on for a month the last I heard, but may be over now. It is hundreds of miles from Benghazi, but fairly close to Misarata. Other than stupidity and neglect, perhaps it was thought that since the Libyan people on the whole were happy about our intervention that not so much protection was needed there. At the time there were demonstrations and worse at about 20 other embassies or consulates, some of which apparently HAD been triggered by the evil film. I hope that Romney will restore the over $400 million I hear was cut from the embassy security budgets worldwide. The fact that the people of Benghazi marched on the militias and demanded their weapons after the ambassador’s death is why I think that the danger could have been underestimated relative to all the other places where there was danger—Pakistan, Egypt, Iraq, Yemen, Indonesia, etc. etc.

We really need to know more about the demonstrations at all the other embassies, what impact the cut in funds had on allocation of resources, and whether the very large embassy facilities planned/or being built in Iraq have negatively impacted embassy security elsewhere.

ongoing fighting in Beni Walid

Have been out to view some links this AM and there are a few reports saying there is a massing of anti-Gaddafi government forces for a battle outside of Gaddafi's former hometown. From inside the town the government forces are being called thugs and murderers. Read one report from Gaddafi's town stating that the town had not fallen. This appeared in a website of pro-Gaddafi people, and there was also a report inside the website of requesting NATO be charged with war crimes. There has been a vast array of weaponry used on the people inside the town and the fighters in the town from another report have read.

I appreciate your having brought my attention to this ongoing (still ongoing) battle. If the last report read is true, another battle appears emanate.
