Did Obama Withhold Cross-Border Authority?
Please help me.
I am trying as hard as I can to get out the word about cross-border authority (CBA).
I just cant believe reporters dont know enough to ask the right questions! Its infuriating.
Libya, as far as standing down the rescue, is 100% Obamas show, and nobody elses. Only he can grant CBA, not Biden, not Panetta, not Dempsey, not Hillary, and certainly not Ham in Germany.
The entire episode is explained perfectly inside the context of not granting CBA. The CIA QRF in Tripoli? No problem, send them on the local Tripoli station chiefs say-so. He merely informs up COC that he has done so. CCs them so to speak. This is what I am doing. Ditto if Predators were in country, no problem using them.
But the big rescue air armada streaming toward Libya right away after the alarm got to Stuttgart and Africom? That has to stop. I believe at the 5pm meeting with Panetta and Biden in the Oval Office, he said, No outside military intervention, on the basis that the last report was the lull from the consulate, at about 1030 p.m. in Benghazi, when the attack appeared to be over and the situation stabilizing.
(As a soft exception, Obama may have authorized sending an unarmed Predator from outside of Libya, but I am thinking the two Predators were already in-country, and hence available to use within no CBA granted rules.)

I saw this several places on the internet. For those that don’t know, Matt Bracken is known as “Travis McGee” here at Free Republic. It’s an excellent analysis and a question that needs to be asked. Last night on Greta, Bing West made a similar point using different terminology. He said the AfriCom Commander was only waiting for permission from POTUS to cross into Libya. Obama was obviously lying when he told that reporter from Denver he ordered our people to be protected the moment he heard about the attack in Benghazi.

Yes, but remember what Bing West said. The order Obama issued must be executable. And therefore there must be a paper trail! If he just left after mouthing some inane BS like "do your best," or "lend all possible help" then there was no order, no paper trail, and then one would know that Obama never lifted a finger to save those people in Consulate.
Thus, it would be very easy to for Obama to show that he wasn't lying; show the order. If there was no executable order (re CBA) then he cannot show any paper.
Unfortunately this is too similar to all the other missing paper trails of this president. However, with 4 people dead, the weight of evidence is actually on him this time. Though he will certainly be able to procrastinate long enough for the election to be over. May he lose in a landslide nevertheless!

That doesn't make sense. Only 0coward has the authority to order a rescue across an international border. Since no rescue was attempted it is clear as crystal that he did not order one.

To you and me it may be clear as crystal, but it can always be argued that the there was a communication breakdown at a lower level. Actually, on some of the interviews (even on FOX) this is exactly what has been suggested by the reporters. That’s why the papertrail is important.
Not convincingly and not for long. When a Critical Incident Report is triggered (that's what happened when the coms officer in Benghazi called in to report the attack in the first 20-30 minutes) Every sit-room around the globe is instantly contacted and patched in to all communications coming from the source of the alert. That includes the WH sit-room, Pentagon sit-rooms, CIA sit-rooms, State Dept. sit-rooms, Eurocom sit-room, Africom sit-room and every other CentCom sit-room in the world.
When that alert is received the officer in command of the sit-room has 15 minutes to contact his superior officer. In the WH that is the CiC. In the Pentagon that is the Sec. Def. At the State Dept. that is the Sec. State. Every move, from receiving the alert to delivering the message up the CoC is fully documented. If the POTUS was not notified withing 15 minutes of that alert hitting the WH sit-room someone's head is on the chopping block.
Since both 0coward and Panetta were in the WH when the alert came in it is absolutely unbelievable that 0coward didn't receive immediate notice. Biden was there too and he would also be notified by his own liaison to the WH sit-room. That would be three separate required notifications that failed.

It is practically just a matter of common sense from a Constitutional perspective that only the POTUS could issue a 'go' order of this nature.
