In recent months, there seems to have been an explosion of reported child sexual assaults committed by Mexican nationals, in this country illegally.

The most troubling and telling reason behind the growing epidemic of child molestation at the hands of illegal aliens, may lie in the fact the age of sexual consent throughout the majority of Mexico is 12 years of age.
Article 261 of Mexico's Federal Criminal Code states: Whoever, without the purpose of reaching copulation, performs a sexual act on a person under 12 or on a person that has no capacity of understanding the meaning of the act or that for any reason cannot resist, or demands that the act is performed, will be punished with a term of 2 to 5 years in prison.

It probably doesn’t matter, because it’s essentially a death penalty offense, between the girls brothers, father, or, for that matter, the GUY’s father.
I really want children to maintain their innocence for as long as possible, but it is true, that the age of menarche has dropped a LOT in the last 200 years and yet the age of marriage has tended upwards. Obviously, this is a problem.
It is interesting that PHYSICAL maturity seems to have also gone in the other direction from MENTAL maturity. A lot of “children” wound up being the “man or woman of the house” at 16 200 years ago when a parent died. Today...Bad Idea.

These are two separate issues: there is no reason that a 12 year old mother should be single. (And if we're talking about the ancient world it would have been quite possible for her to have been a widow, in which case her family would likely be searching extra-hard for a husband.) -- Just because different customs and cultures exist(ed) doesn't mean that human nature has changed with the custom/culture-changes, in fact I would argue that the nature of humanity is better revealed when starkly different cultural norms are compared. Mankind is horribly evil, yet despite this we know good -- because even after the fall Man still bears God's own image (which, incidentally, is why murder is universally condemned).

Again, this is yet another issue: there is nothing preventing, say, a couple of 13 year old jews from getting married after their Bar-/Bat-Mitzvah -- there needn't be a big age gap, and it needn't be damaging to society for the age of consent/marriage to be rather low.
God commanded mankind to be fruitful and multiply, look around here on FR and you'll here a lot of people talking about 'demographics'... which is obviously profoundly influenced by the birth-rate -- this is, coincidentally, one of feminism's black marks: teaching and encouraging women to put off having children. (As you observed the moment they start ovulating is the moment they're ready to reproduce; moreover they only have a limited "shelf life" on their eggs [menopause] and the "working woman's" age which would be closer to 35 or 40 leaves only a decade [and a half] until the clock runs out.)
Back when this was common, the 12 year olds would soon be married, in a family, and soon with kids, and the life expectancy was 45-50 at most.
This needs to be a question asked of all democratic candidates, what should be the age of consent, and justify that position.
It could be that the pressure of the low life-expectancy encouraged the low age of marriage, but I doubt it was the direct cause.

In other words, consent of both parties was required for a marriage, but if the girl was young she may have not have had much choice but go along with her father or guardian's wishes. Older women may have had more freedom.
In the case of Cornelia, a daughter of Scipio Africanus, she was married to Tiberius Sempronius Gracchus (consul in 177 and 163 B.C.) after the death of her father. She had 12 children, 3 of whom lived to adulthood--the two boys were the famous tribunes Tiberius Gracchus and Gaius Gracchus. After her husband's death she was reportedly offered marriage by the king of Egypt but turned him down.
Not surprising as that was before the age of child labor laws. Back in the day, children started working as soon as they were able. Children were little adults.

You can be a consenting adult or a parent at 12, but the state can force you to attend school until you’re 16 or so. And if you don’t, they can arrest your parents and put you in foster care.
Ah, so I point out a cultural value where it's permissible to marry at a "very young age" (13)... and that somehow translates to "12 year old girls must be married and be mothers at 12"? -- That doesn't make much sense, 'may' and 'must' are two different things.
