In recent months, there seems to have been an explosion of reported child sexual assaults committed by Mexican nationals, in this country illegally.

The most troubling and telling reason behind the growing epidemic of child molestation at the hands of illegal aliens, may lie in the fact the age of sexual consent throughout the majority of Mexico is 12 years of age.
Article 261 of Mexico's Federal Criminal Code states: Whoever, without the purpose of reaching copulation, performs a sexual act on a person under 12 or on a person that has no capacity of understanding the meaning of the act or that for any reason cannot resist, or demands that the act is performed, will be punished with a term of 2 to 5 years in prison.

I also put ‘about’ meaning that age-group — 13-15 would probably be a lot more common, and 12 being the low end... and insofar as I know the common marker is “the first period”* which is what marks a girl’s transition to woman. (Men have no such marker, and thus the coming-of-age ritual/rite is far more significant for them.)
Further, I was talking about both boys and girls (assuming that the lower-bound was in question); yet apparently you have no problem with considering 12 year old males men.
* That generally happens at “about 12” no?

oddly enough if you google “edad de consentimiento sexual en mexico” everything that comes up tells you the age of consent is 18. even the wikipedia site that says its 12 in english says its 18 on the spanish version.
I was commenting that young ages such as 12 aren't uncommon for the coming-of-age in a historical context of all cultures.

I said it was regrettable that our society doesn't have a well-defined coming-of-age rite/ritual -- I didn't say anything about when it should be.
Are you the sort of person who cannot read what is being said but has to bring in all emotional attachments to words?
PS and the Bar-mizfah, which I explicitly listed, is at 13; so while I didn't say "thirteen" or "13" explicitly I certainly did mention it implicitly.

Back in the Late Pliocene when I was a kid, part of maturity involved being seen as responsible enough to look after children (babysitting). How many teens these days babysit for money (and as training for responsible adulthood)?
