So which federal law had Obama violated?

Section 1028 of the 2013 National Defense Authorization Act (NDAA) prohibits any funds to be used “to transfer any individual detained at Guantanamo to the custody or control of any other foreign country” unless the secretary of defense certifies to Congress, “not later than 30 days before the transfer,” that the receiving country will detain the individual appropriately and “has taken or agreed to take such actions as the Secretary of Defense determines are necessary to ensure that the individual cannot engage or re-engage in any terrorist activity.”

As reported by Elizabeth Price Foley of The Washington Times, Defense Secretary Chuck Hagel did not:
◾Comply with the 30-day rule; or
◾Provide certification that the five Gitmo terrorists do not pose a future threat to the United States after transfer to Qatar.

I can’t see how this kind of law can be binding on a President. It seems like it’s a complete usurpation of executive powers.

To me, the overweening powers granted to the EPA, etc. go in the opposite direction, and are much more alarming. It’s like hoarding nickels and giving away hundred dollar bills.

What COUNTRY is the TALIBAN?

The POWs of Germany and Japan were members of the military of those countries. This also includes Spies of those countries who were exchanged. I am not aware of any exchanges, at any time in my lifetime, with TERRORIST organizations!

In theory, the Congress writes the laws, the President enforces the laws. The President does not have authority to ignore laws he doesn't like.
