On Jan 20, 2017, Inauguration Day, the New York Times print edition featured on the front page Wiretapped Data Used in Inquiry of Trump Aides." From the Article:
The F.B.I. is leading the investigations, aided by the National Security Agency, the C.I.A. and the Treasury Departments financial crimes unit. The investigators have accelerated their efforts in recent weeks but have found no conclusive evidence of wrongdoing, the officials said. One official said intelligence reports based on some of the wiretapped communications had been provided to the White House.

They could could be referring to “wiretapping” specifically, as in tapping telephones. But that doesn’t say anything about the many other surveillance methods that could have been used.
It also could mean that Obama, himself, didn’t “order” the wiretaps, but it doesn’t mean that he didn’t let it be known that he wanted them or that they didn’t happen. These denial always have a huge amount of wiggle room in them and they definitely don’t mean that no wiretapping or surveillance took place.
