No one knows, really, and that seems to be a recurring problem with ICOs, highlighting the danger of celebrity-sponsored coins that seem exciting but offer no protection from potential fraud.
Seagal may have been the face of the alt coin, but the founders remain masked.

The story is incorrect. Bitcoin is not used in ICOs. ICOs are created through smart contracts that generally sit on the Etherium network.
It is incorrect to associate an ICO with bitcoin.
ICOs are akin to penny stocks. MOST of them will go belly up.

When an ICO reaches its hard cap, it stops selling as an ICO (initial coin offering) and the tokens are transferred to the investors digital wallets. The token is then listed on the exchanges and the investors are now allowed to sell them. The token apparently hit it’s hard cap ahead of schedule. That is a good thing because some tokens never reach their hard cap.
He’s been friendly to Vladimir Putin and Russia so he is a moving target right now.
He’s the kind of guy that needs to be destroyed and or neutralized by the powers that be.

You clearly do not know what you are talking about. Describe how they laid a smart contract onto the bitcoin blockchain that would exchange bitcoin for the mined coin. That would be fascinating...since it cant be done.
The problem with any currency that is not the US Dollar is that none of them have the US military backing them.

He is correct and so are you.... His rant is correct regarding ICOs and ETH, while you are correct that the story is totally about Bitcoiin... He just didn’t notice their attempt to make a clever mis-spelling of their token ICO.
