As we've unfortunately learned from the Boston Marathon bombing, there's usually one bomb designed to injure/kill as many as possible, then a second that goes off afterwards when emergency personnel are in the area as well. The pull back may be waiting for second bomb detonation or just not knowing wtf is going on with the first bomb.
Friend in Nashville responded to a text I sent a few minutes ago saying it was a big car bomb. Take that for whatever it's worth.

Passerby vid shows a significant portion of probable facade, collapsing, after resopnders arrived, across the street from the taller brick building, next to the Hooters.

Further, there’s fire in that brick building, with smoke exiting upper (2nd/3rd floor?) windows or other openings above street level.
That is a lot of damage in the videos I've seen including structural damage to large buildings. IMO not a propane tank, something more powerful.
