In reality, I think it was set off in front of the AT&T switching facility for that area. That’s the brick building without windows on the upper floors. It might have been an attempt to take out communications. There is a hole in the front of the building which to me indicates a bomb powerful enough to do that kind of damage, not just a propane explosion in an RV.
Who ever did it did not design it with proper buffering to direct the blast toward the building to maximize the damage that direction.
