Ohio to Pay Google $1.4M to Help Identify Unemployment Fraud

Ohio continues to add resources to a public-private partnership to combat unemployment fraud, which the state says has cost taxpayers more than $200 million, and the newest additions are a pair of big names.

Gov. Mike DeWine announced recently a new agreement between the Ohio Department of Job and Family Services and Google to conduct data analytics on all outstanding claims. The state will pay the tech company $1.4 million to use Google Analytics to help discover fraud.

“This is one of the first things the private sector group told me when they came in is drilling down on this data and doing it in a very sophisticated way,” DeWine said.

The idea is Google can leverage a large number of data points searching for patterns of fraud and pull those suspected claims. That should allow the state to prioritize legitimate claims and process them more quickly, DeWine said.

Google is the fourth large company to become part of the partnership to help reduce fraud, joining IBM, Experian and LexisNexis.

Former U.S. District Attorney David DeVillers also has joined the partnership as the law enforcement subject matter expert. DeVillers, who will be a liaison between the department and local, state and federal law enforcement, served as U.S. attorney for the Southern District of Ohio from November 2019 until the end of last month.

“He has a unique background in complex investigations and a background in dealing with matters with international components,” DeWine said....

It's getting to the point where I begin to suspect companies like Google are behind fraud so that they can get these contracts.

But it can also be general government incompetence.

I wonder of the leaders in Ohio ever asked themselves, What kind of Company would have enough information, knowledge, and the technical capability to Facilitate in Wholesale Unemployment and Vote fraud?????

Google, Amazon, Yahoo, Twitter, Facebook,...

Hello! McFly! You have too many hands in the jar! Derp!

The exploitation is because too many people have access to too much information. I can practically guarantee it. I’m not saying it is necessarily partners that are the problem though. It might actually be an inside job.

It’s far worse than that. They can:
1. Scan your emails
2. Listen to your phone calls
3. Analyze your travel history
4. Look at your browsing patterns
5. See what videos you’ve been watching
6. Evaluate your advertising click-throughs
7. Listen to your voice commands to your phone
8. Investigate your Google Docs and Google Photos for evidence

Or they can just use their powerful analytics platform to do some generic “big data mining.” Ha! On what data sets? See above.

I have always wanted to setup a fraud detector company and then just charge 10% of saved charges (+ any clawbacks).

I would be rich beyond the dreams of avarice.

It would be easy: just watch the daytime Judge/Court shows like People’s Court and Judge Judy. 1/2 the people who go on and are on SSI or some kind of disability for things like “panic disorder” (but not so panicky they cannot appear on TV in front of a studio courtroom full of people and millions of people at home).

But without the contacts it is impossible.

They’ve partnered with Fitbit and have all Fitbit data now. They know where you walk/jog, what your heart rate is, when you sleep, etc. if you wear a Fitbit.

I was a victim of Ohio Unemployment fraud.

I received a form from the Ohio Department of Job and Family Services dated 02/10/2021. The Claimant was Sunhee Jeon. I was listed as the employer. The form had the Employer Instructions:

The claimant identified above has filed a claim for benefits and has listed your company/business as a former employer. Complete this form, sign, and fax or mail to the office listed above or use our online OJI website at https://unemployment.ohio.gov. This agency will use the information you furnish to determine the claimant's eligibility for unemployment compensation benefits. Failure to timely or adequately respond to this information request may result in the employer being charged for benefits in this case.

First, I am a retiree and have never owned a business.

Second, I called the Franklin, Ohio Processing Center number given (866) 458-0007, and that was a goat rope of press this and that with no way to report fraud.

Third, I went to the OJI website they provided and that was another maze with no way to report the fraud that gives a warm fuzzie that anything would happen to my benefit.

So, I decided to go searching for a phone number in the Franklin Processing Center that would give me the best chance of speaking to a living-breathing person (we used to call these LBPs when I worked in customer service).

I found this number (614) 466-2319 for their business help line. After a wait of about 15 -20 minutes, Korea came on the line. She asked me for the claimant number on the form, and flagged it in her database as fraudulent. She told me I didn't have to respond to the letter, which I told her I was keeping in case I got any more correspondence. She was very nice.

As a post-op, a band member friend of mine got one of these letters, too. I directed him to the phone number I found, and he got his fraudster flagged, too. He also found an 800 number to report the fraud: 800-686-1555 and he talked to Kathy.

Fraud occurs because they want it to occur.

It is easier to steal money when the system is in chaos then if the books balance each month.
