If you owe someone more than 600 bucks, then get the checkbook out and start drafting out some 599.99 "Biden Legal Tender" until you have enough to pay them then write the remainder on the last check.
And wait to be charged with “Structuring financial transactions to avoid reporting regulations”. There’s already a law against that kinda thing. There are laws that if you deposit more than $X amount in cash into a bank, they have to report it to the feds. If you deposit $X-1 every day, they’ll come get you.
Folks, the proposal is that banks will report to the IRS any account that has $600 or more pass through it in a year. This means if you deposit or withdraw $50.00 each month, you get reported to IRS at the end of the year.
Spoilsport.
If you write checks for $599.99 the IRS will then come after you for trying to evade monitoring. Which of course will be a tacit admission that they monitor transactions of less than $599.99

Just assume that the feds can access your bank transactions whenever they want, and they have AI applications that scan over your activity looking for patterns.
If you want transactional privacy, pay with cash.
I was planning to do the opposite. I was going to transfer the same $600 from bank to bank. A couple transactions per week would be 100 extra transactions per year. If we can get ten million Patriots to do the same, that’s an extra billion meaningless transactions to gum up their system.
One year, when my taxes were very simple, I did them on Turbotax. I answered a number of questions regarding a one time tax credit. Turbotax said I was not eligible for the credit (I probably inputted something wrong). About two weeks after submitting my return I got a letter from the IRS telling me that I was eligible for that tax credit and my refund would be $xxx higher. I thought then, if they know that much about my finances why do I have do a tax return at all?
Beyond sick & intrusive.
So, do your normal transactions...
And add a bunch of other transactions, regardless of size, as long as they’re over $600.
Move from one account (savings) to another (checking) and put down the reason as “so my checks don’t bounce”.
Ramp it up slowly.
Gum up the system.
