It's common knowledge that governments, including ours use propaganda on foreign soil. It helps win wars. This largely came about in 1948 with the Smith-Mundt act which prohibited our government from ever using such biased, misleading, if not downright untruthful messages on the American public. This is what formed the Voice of America and other venues.

Second, among the government-promoted ideas will now be the claim that the newly established Disinformation Governance Board does not violate the Constitution of the United States. Once lawmakers have been persuaded to believe this, then the DGB will have the power to eliminate what they themselves have identified as disinformation, including the very claim that the DGB is illegitimate. After that will follow the censorship of the texts of anyone who disagrees with the government and, ultimately, the criminalization of those who “persist” in promulgating ideas deemed “threatening” by the powers that be. I keep forgetting to focus on this un-American act perpetrated on the American people by the US Congress, which is now largely controlled by political Zionists. Basically, the Smith-Mundt Modernization Act of 2012 (SMMA) allows the US Government to treat the American people as enemies of the state – just as they would treat a foreign enemy. Does that help explain why we are having so many problems with government these days? Let me explain from a layman’s legal perspective what I am referring to here.
The SMMA started out as H. R. 5736 on May 10, 2012 for the declared purpose “To amend the United States Information and Educational Exchange Act of 1948 to authorize the domestic dissemination of information and material about the United States intended primarily for foreign audiences, and for other purposes.”

Interestingly enough, section 208 part (b), relating to “Domestic Distribution of Program Material” says:
“Nothing in this section shall be construed to prohibit the Department of State or the Broadcasting Board of Governors from engaging in any medium or form of communication, either directly or indirectly, because a United States domestic audience is or may be thereby exposed to program material or based on a presumption of such exposure.”
The almost un-American ACLU views this as a positive step in supporting the First Amendment ‘freedom of speech.’ Really??? That’s a tough spin on the subject. It may be worthwhile to note, however, that one commenter on the ACLU website has written “Taking the position that I pay for the government to lie me legally is suicide and wrong. I am of the opinion that all official government documents must be signed by an officer of the United States under penalty of perjury and civil liability.
If the facts represented in the document are shown to be incorrect, the signer can be sued for damages based on the information in the document. If the information is intentionally misleading or fraudulent, the signer can be charged with perjury.
We can’t give up but what can we really do when the RNC keeps supporting the same people? Then we get the choice of voting for the RINO or the Dem. Take over the GOP/RNC from the bottom up. Precinct leaders, County leaders, State leaders and National leaders are all elected.

This has to be done even in blue states because every state has a GOP and even in a blue state, they have as much power behind the scenes as red states with their votes for inner party people. These inner party people have a lot of say in who runs as official GOP candidate in the primaries.
