In my opinion, Henry Cuellar would make a fairly decent republican from the Northeast part of the United States.

Re: asylum seekers, those who 1) passed through a relatively ‘safe’ country in order to get to the US, and 2) anyone who did not present themselves at an official US checkpoint is automatically denied asylum.
Re: everyone else - anyone who cannot prove they are here legally goes home.
