Rivera?? Sounds like a quota hiring.
My dad was NYPD for 23 years and a gold shield detective for 7 years. He never got the Sergeant promotion and was bypassed for promotion by those who had half the service time he did (17 yrs versus 8 yrs) and scored half on the test (he 92, those promoted 44).
Wanna guess why??

My dad had the same thing. You can Google it, it was a big deal. Bridgeport Connecticut passed him and others up based on an affirmative action decision.

I’m sure. My dad dealt with this in the 80’s when it was accepted and the class action lawsuit by 1000’s of NYPD was tossed.
They never got any reparations via the New Haven Firefighters case.
