My dad was NYPD for 23 years and a gold shield detective for 7 years. He never got the Sergeant promotion and was bypassed for promotion by those who had half the service time he did (17 yrs versus 8 yrs) and scored half on the test (he 92, those promoted 44).

My dad had the same thing. You can Google it, it was a big deal. Bridgeport Connecticut passed him and others up based on an affirmative action decision.
Officer Jason Rivera who was gunned down responding to a domestic disturbance call in the line of duty was posthumously promoted. I don’t have an issue with that.

My BiL was a Detective for 10 yrs plus or minus. He is very conservative, and a very good cop/detective. He had the same problem, they wanted him to “become” SGT. When he was passed over for the 2nd time, and hit the age of 40, the new Chief busted him down to street cop. A white, conservative guy in a department with a Chief with an eye towards equity...no bueno.
He applied for, and got the Job as a Detective for Medicare and Insurance fraud for the entire State, based on his record. The cities loss, is bad news for frauds.
