I'm guessing this is made up I can't imagine any nine year old as lame as the kid in this story.
I'm used to seeing ">" to indicate previous comments from my 12 years on Usenet.
They don't bother me. They're part of the Internet. Sorry they bother you.
It doesn't really bother me "all" that much, but they can be distracting, especially when something's been through the forwarding process so much.

Snopes is not infallible. They are liberals and google stuff just like you can.
I looked up stuff about Hiterly a few years ago that I had read in several very well-researched books, and Snopes denied it.
Snopes is not God.
