‘All’ does absolutely nothing. It’s a kind of vanity thing that ‘All’ might give a %$^&.

I always thought it meant that the poster was inviting comments, or asking everyone to make sure they see the post when they read over the thread.

Welcome to FR, Uncle Ralph. I, too, used to wonder if pinging All would go to every FReeper on board. But then I also used to think, while still a lurker, that “pinging” someone made a little bell go off like you're in the kitchen cleaning your oven and “ding-ding” someone has called you back to your computer. I was told that this can happen but I have yet to figure it out. ;)
