So, help me out here... I'm sure it's illegal to use one of these devices to beat a drug test, but why is it illegal to sell one? I can think of other uses for something like this (none particularly socially acceptable, but legal).

Robert Catalano and George Wills have just plead guilty in U.S. District Court for conspiring to sell the Whizzinator -- a prosthetic penis sold with a heating device and dried urine which, quite obviously, helps people fake their way through drug tests

How exactly is this illegal? People have sold "masking agents" for years.
