Guess it comes down to terminology and semantics.
I would say they singled out Westerners, but, IMO, logically, the statement that they “targeted” Westerners is faulty because despite doing so, they managed to only kill a fraction of the Westerners as opposed to Indians.
But, if the killing of Westerners can be used as a cudgel over Pakistan, I’m all for that.
